Kirk December 11, 1991 City Administrator File: Zoning Bylaw Amendments Carlos Felip Director of Planning Creation of new M-3 and M-4 zones-- Planning and Development Committee - Tuesday, December 10, 1991 * THAT the Municipal Clerk be instructed to prepare a Bylaw to amend the "Port Coquitlam Zouing Bylaw No. 2240", to amend the M-3 (Clean Industrial) zone and add the M-4 (Business Industrial Park) zone, as outlined in Appendix 1. ieahe hy PON HY iN Ane BRN Taye BACKGROUND s The Dominion Triangle Area Control Pian, which was adopted by Council on November 18, 1991, proposes areas to be developed with Industrial Parks and Business Parks. Presently, the City's Zoning Bylaw dees not have these zones; therefore, they must be created to accommodate the typea of development proposed in the Plan. DISCUSSION: The Industrial Park zone is proposed to be developed from an amendment to the existing M-3 (Clean Industrial) zone. Many uses that are found in Industrial Parks may fit into the context of a Clean Industrial zone. Therefore, the M-3 zone was amended to include stricter landscaping requirements, design and appearance regulations, and permit additional uses deemed to be appropriate and compatible. The proposed M-4 (Business Industrial Park) zone regulations would be similar to those of the M-3 zone in terma of building siting azd Landscaping requirements. The usea permitted in this zone are more commercial in nature and would include low-impact clean industrial, large space-consuming warehouse retail outlets, offices, hotels and recreation facilities. Both proposed zones are attached to thds report in Appendix 1. They were vetted by the Municipal Solicitor and reviewed by representatives of the National Association of Industrial and Office Parks (N.4.1.0.P.). They were also compared to the regulations of ‘similar zones in Burnaby, Kichmond and Surrey. There are some features of Port Coquitlam's proposed Bylaws that are not found in the others.
