THE CORPORATION OF THE - CITY OF PORT COQUITLAM MEMORANDUM | B.R. Kirk DATE: July 20, 1992 City Administrator LR. Zahynacz, P. ng. City Engineer “NO RIGHT TURN GN RED LIGHT” SIGN That Council approve a "No Right Tum on Red Light" sign at the intersection of Pitt River Road and Shaughnessy Street for vehicles travelling west on Pitt River Road turing north onto Shaughnessy Street. There is a hazardous situation occurring at the intersection of Pitt River Road and Shaughnessy Street when vehicles travelling east onto Pitt River Road are turning north on Shaughnessy Street during the advance green arrow and when, at the same time, west bound vehicles on Pitt River Road are also tuming north onto Shaughnessy Street. The west bound vehicle turing right on a red light sometimes makes a wide tum into the inside lane on Shaughnessy (rather than the outside lane) while the east bound vehicle tuming north on Shaughnessy on an advance green light is also turning north on the inside lane on Shaughnessy (which is the correct lane for the east bound vehicle turning north). There appears to be two reasons for this conflict: 1) The driver of the west bound vehicle turning north on a red light may think he has the right of way because he does not sce an advance green arrow for the west bound vehicle turning north. The curb retum at the north east comer has a very small radius and the west bound vehicles on Pitt River Road turning north onto Shaughnessy Street find it difficult to stay on the outside lane (curb lane) and sometimes veers into the outside lane on Shaughnessy. . This problern will be overcome in the future when Shaughnessy and Pitt River Road is reconstructed because there is sufficient additional right of way available to construct an extra right turn lane with an island for the north east comer as shown on the attached plan. It is recommended that Council approve the installation of a "No Right Tum on Red Light" sign at the intersection of Pitt River Road and Shaughnessy for west bound traffic turning north onto Shaughnessy. ah Fy hiyicee LR.
