PER HALVORSEN: For the enjoyment of helping kids out. He is the District Commis- sioner of Scouting in Terrace. His prime responsibility is pro- gram presentation of leaders to the boys and to ensure that rules set out by Scouts Canada are followed. He also coordinates Scouting-related matters with ‘leaders from group committies. Per and all the assistants in Beavers, Cubs, Scouts, Ven- _ turers and Rovers form a ‘‘ser- Per Halvorsen? vice team’’ to make visitations to all the groups. Ideally, they do this two or three times a year. They determine what the groups are doing, what the leaders want and need, and encourage the adults to pursue the various training programs available through Scouting. The service team is made up of Alex Mitchell, ADC Cubs; Bill Tait, ADC Beavers; Earl - Peden, ADC Venturers: and ‘Venturer Advisor; Cory Flemm- ing, ADC Scouts and Rover Ad-- visor; Sandra Wilson, ADC Training and Per Halvorsen, ' District Commissioner and cub leader. He says the continuity in the team has really helped the Terrace District. ° Per Halvorsen started in Scouting in 1984. He had a son in Cubs at the time. Initially he helped only with camps. Then, when leaders left the Ist Uplands pack, the ‘’service team’ ap- proached the parents and. recruited Per and two others to start a new pack. He is stilla cub. leader at the 6th Terrace. And has been on the ‘’service team’? since 1987. Per stays on as cub leader because of the ‘enjoyment of ~ helping the kids out’. As District Commissioner, he deals mainly with the adults. Per finds alot of good fellowship among leaders — and youngsters. / Per’s Scouting training has i in- cluded the Wood Badge II for service team training. It was an eight-day course offered at Camp Hughes west of Prince Eg@aeaaneaan George. Per will go again this year as a trainer with the Cubs section. His Gilwell Woggle (a leather thong and two beads which he wears all the time) denotes his Wood Badge train- | ing. The second year, the leaders are presented with a scarf with a | tartan patch. Demerits are given _ if these items are not worn with the uniform, so Per never takes it off. The position of District Com- missioner is an appointment by — the regional office in Prince George. When Sandra Wilson stepped down last year, Per was appointed District Commission- er. In Per’s ‘other life’, he is a lieutenant at the Terrace Fire Hall. He started as a volunteer in March 1963, and has been on their paid staff since 1967. Help for special needs adoptions Effective March 1, 1990, -financial assistance became available for families that adopt children with special needs, ac- cording to Peter Dueck, Minister of Social Services and Housing. — by Betty Barton In a recent interview with Julie Beilman, District Super- visor of Family and Child Ser- vices, Dueck’s statement was . ” clarified; in most cases, adop- tion assistance will only be ap- proved where a- reasonable at- tempt has been made to arrange a suitable adoption for the child, but no home has been found, Beilman says Social Services wants to ensure first that there ‘isn’t a couple willing or able to enter into an adoption agree- ‘ment without assistance. In order to determine the adoptive parents’ eligibility for assistance, a number of factors are taken into consideration. In the case of foster families, the length of time the child has spent in their home is a factor, as well as what handicaps the child has ‘now or is expected to develop, and whether the adoption papers have been officially approved ‘and completed. - The assistance will be issued in quarterly payments for maintenance, based on the foster home rate. This payment will be income-tested, taking in- - to consideration the adoptive family’s income and assets. For special treatment the pay-— _ ment will be based on the’ cost -according to the need of the child. It is also possible for — --and recommended that — adop- tive parents enter into an agree-_ ment at the time of adoption, ‘even if the child doesn’t exhibit -any' special needs at the time. ‘Once this agreement is entered — ‘Into for a designated. child, it for future consideration of the child’s possible therapy needs, special treatments or maintenance. Even ‘age can be considered a factor in determining a child as Special Neéds. The child’s physi- cal, mental or emotional health could have been adversely af- fected by the home environment prior to adoption. At present, there are 25 to 30 adoption files in the Terrace Social Services office, at various ‘stages in the adoption process. Two or three of those will possibly be affected by the avail- ability of financial assistance in adopting Special Needs children. Beilman thinks the Foster Parents’ Association has prob- ably sent out information to their foster parents. Social Ser- vices is notifying people as their adoptions progress. . Beilman explained that Alber- ta and British Columbia have just recently entered into adop- ~ tion assistance, based on On- tario’s role model. Ontario, nine years ago, began adoption assistance based on the U.S. model. Most provinces in Canada now have assisted adop- tion.
