TENDER PRICES, CONDITIONS AND QUALIFICATIONS The tenders have been evaluated and the information surmmarized in TABLE 1, TABLE 2a and TABLE 2b. it should be noted that the tender is for a fixed price contract. Terra Dynamics Inc. over-calculated the amount of GST in their tender by $ 596.60, and their after GST tender amount has been adjusted accordingly in the summary. Westshore Construction Ltd.'s tender was incomplete. Their prices for Item No. 4, excavation for the Storage Pond, Item No. 6 and No. 7 for Ditch Improvements, Culvert Cleaning and Replacement are missing. Their tender has therefore been disqualified. Taseko Contracting Ltd. is the lowest tenderer if all the Works are to be constructed, but as the tender document allowed for certain provisional items to be considered in the evaluation, this position changes if certain of the works are excluded in the final contract. The second lowest tender was received from Terra Dynamics Inc. and the third lowest was received from Merletti Construction Ltd. There are also certain tender qualifications (see TABLE 2a) which may affect the final contract price. Merietti Construction Ltd.'s tender was submitted without conditions or qualifications. Taseko Contracting Ltd. and Terra Dynamics Inc. both have tender conditions which may affect the final cost. These are evaluated as follows: TASEKO_ CONTRACTING LTD. Taseko's first condition stipulates that there would be “no penalties for supplier not able to supply materials on time’. A tender should not be accepted with this condition, as time is of the essence in this project and an order has already been placed for the delivery of pump equipment by Freemont Holdings Lid. Tasako's second condition states that no monies have been included in the price for dewatering ground water in the storage pond. This is an important Kem as the Contract Documents require the excavation to be carried out under dry conditions, and the other Tenderers have allowed for this work in their tenders. This is.a significant area of risk which the Tenderer takes responsibility for i in his pricing. The value of this work Is very difficult to assess, not knowing the detailed make-up of the tender price. Sut if this dewatering was to be assessed at a minimum of $60,000 then this has a significant bearing on the evaluation of the lowest tender price. This will be dealt with later in this report, and be taken into consideration in the final adjusted tender price evaluation .
