oa en “Northwest Community Col- lege Students’ Association presi- dent Allan Ballinger has told ‘the NWCC board of trustees that they support the proposal for a Royal Commission on the Funding and Affordability of Post-Secondary Education as submitted to Ministry of Ad- ‘vanced Education Bruce Stra~ chan by the Canadian Feder- ation of Students. Ballinger is also a member of the Canadian Federation of Students. - According to Ballinger, the topic of post-secondary funding and tuition fees is the ‘‘issue of. the times” and he suggested that the board, the college and the community would be best served if the board would offer their support in principle to the CFS. ' submission. “If we have your backing it has some substance,’ Ballinger told the board. “‘It’s dead in the water without the board’s and public support.’ Board chairman Hans Wagner told Ballinger that his request would be placed on the agenda of their February meeting for further discussion. In the submission to Strachan, the CFS states that they repre- sent 50,000 college and universi- ty students in B.C. and 400,000 across Canada who together with post-secondary staff and administration are living within “outdated framework’’. ‘‘Those involved in the system,’’ their submission reads, ‘‘are being forced to make impossible choices, whether it is between such things as having a safely lit campus or adequate on-campus— counselling services, or between freezing tuition and giving facul- ty and staff a needed salary in- crease,”” - The paper continues: “Under the current funding. structure, local administrations seek addi- tional operating revenue through an increase in user fees as a menas of making up for in- _ adequate government funding. Our concern is that such deci- _.Sions are being made in the Janitorial | -contract - awarded | Northwest Community College has awarded its 1990 janitorial contracts to the Terrace firms of C&F Enterprises Ltd. and Skyline Janitorial Service. C&F won the contract for janitorial maintenance of the dormatories and cafeteria building with a bid of $99,720, and Skyline got the contract for class- rooms and shops with their bid of $87,620. '. College bursar Geoff Harris says their’ was a lot of competion for the two contracts, 15 bids in all, and in this case entering the low bid didn’t necessarily offer any advantage. He explains that the ‘college had done their own job estimates prior to. receiving the tenders and therefore had a good idea what it'would cost to do the job properly, For this. reason, the two low. bids of $49,000. and $63,000 were rejected because they were considered to.be "unrealistic" absence. of any comprehensive. policy of what is fair and afford- : able, and equally important, without clearly articulated goals for the post-secondary system.”’ The CFS submission -con- tinues by focusing on the “‘crisis’’ resulting from a decade - of serious financial cutbacks and a number of recent. ‘proposals advocating increases in tuition as one of the keys to developing excellence within. the post- Increasing: secondary system. tuition, according to those who... for the.work required, 2. 0. J support the idea, would provide both high cost, quality programs as. well as a more affordable “no-frills” education. Another proposal, according to the CFS, -comes from the Canadian Man- ufacturers’ Association, who suggest that in order to provide excellence in education post- secondary institutions must be privatized. © Neither of these solutions are acceptable, says the CFS, and a -task force is. needed to in- Nestigate current. low- level fun- MPLOYMENT: =PLUS fit wrk Uk iF YOU ARE AN EMPLOYER © wanting to hire help now; ¢ able to train on the job; and IT’S GOOD-FOR THE EMPLOYER! the Job. * interested in wage assistance during the training period, ASK US ABOUT EMPLOYMENT PLUS!
