That His Worship the Mayor set up a Committee to bring forth guidesines two weeks from tonight with respect to a policy for citizen participation earlier in the process when amendments are proposed to City By-laws covering major developments in the City. Moved by Alderman Traboulay: Seconded by Alderman Laking: That this Council now inform the residents affected of Item 3(e) set forth in a letter from the City Planning Officer to the School Board dated May 8th, 1975, advising that 10 acres at Cedar Drive and Lincoln Avenue are being considered for rezoning for the creation of roughtly 53 residential lots in order that input thereon can be received. Withdrawn. Prior to the above-stated proposed resolution being withdrawn, a discussion ensued and Alderman Ranger inquired why just the residents of that particular proposal should be informed and not the residents affected by other developments in the City. Alderman Laking stated his main concern is changes away from the established policy - looking at different types of density. Alderman Thompson agreed that there should be more participation, but stated he doubted any Committee has more press or representatives from ratepayers groups on a regular basis than dces the Planning Committee, and he also commented that everything at those Committee meetings is discussed completely and openly. Alderman Traboulay stated his idea is for the Council to "get to the people before they get to us". Mayor Campbell stated he felt that Alderman Traboulay has made the Council "look like a secret society, and that is totally untrue". Alderman Traboulay inquired why Finance Committee meetings are closed, and Mayor Campbell advised that that was a result of a decision of Council that Committee Chairmen could have the choice of either having their meetings open or closed, and he had elected to have the Firance Committee meetings closed. Alderman Laking stated he was going to vote against the motion because it does not cover the whole community, and Alderman Traboulay stated he was prepared to withdraw his motion and wait for the report on guidelines for public participation. CORRESPONDENCE & REPORTS FOR INFORMATION: From the Fire Chief, being the April, 1975 report of the Fire Apr/75 Fire Dept.Report Department. Alderman Thompson noted in the report that the cost of damages caused by 75 fires and related incidents was $13,675.00, and he commented that if this figu.. is correct, the cost average is less than $200.00 for each. The report was then received for information.
