The tender submission from Pacific Western Rentals for the double drum vibratory
roller was not accepted, even though the machinery met the City's specifications at the
lowest price quoted. Upon close inspection of the equipment, our mechanical staff
found the equipment had been used and repainted. As a result of the inspection, the
next lowest tender from Rivtow Equipment was selected to supply the roller,

One stationary welder has not been tendered, awaiting the approval of the installation
of 3 phase wiring in the City Yards. The welder which is estimated to cost
approximately $5,000.00 is scheduled to be tendered in August.

I have reviewed the revenues generated from the equipment rates and find sufficient
funds available for the replacement of the necessary equipment.. The budget funds
currently available in the Equipment Replacement Fund total $ 658,338.00, as of

December 31, 1990.

Enclosed, please find summaries of all equipment tenders and original supplier
