Re: Moratorium on Demolitions

The City Council at its regularly scheduled meeting of Monday,
November 13, 1989 endorsed the following resolution:

"WHEREAS the loss of affordable rental accommodation
is increasing at an alarming rate;

"AND WHEREAS this loss is causing residents to vacate
their homes and relocate to considerably more costly
accommodation or leave the North Shore entirely to
relocate;

"AND WHEREAS it is not possible to replace low cost
housing at the same rate it is declining and as such
the loss of vacancies is reaching a crisis situation;

"THEREFORE BE IT RESOLVED THAT the City of North
Vancouver declare that a housing emergency exists and
therefore enact a bylaw to prohibit the issuance cf
demolition permits for the destruction of buildings
containing dwelling units that are located in those
areas zoned for multi-family (3 or more units); and
that such prohibition be for an initial period of six
months:
