Background and Comments: As most members of Council are aware, the City has not been a full member of the Labour Relations function of the Greater Vancouver Regional District except for a one or two year period in 1980/81. Council members will recall the civic strike that took place in 1981. Passage of the recommendation above will mean that the City will continue with its partial membership and will thus be entitled to share information with the other G.V.R.D. members but the Council, rather than the G.V.R.D. Board, will retain the final right to accept or reject negotiation proposals. Those Council members who were Council members during the 1981 strike will remember that the Council was powerless to intervene as control was held by the G.V.R.D. Board. ISA vw G.RY Laking, Alderman
