2. Water and Sewer Rates for 1980 The Finance Committee reviewed the Water and Sewer Rates structures te consider whether or not increases were required for 1980. Attached are pro forma statements of revenue and expenditure for water and sewer utilities showing the requirements for 1980, The Treasurer:-has recommended an increase of 25¢ per month on both the sewer and water rates in order to keep the utilities in a self sustaining position. In addition, for the metered water rates, the Treasurer has recommended an additional increase of about 4% to bring in more Money from this source. In the past the metered water users have been consuming about 22% of the total gallons consumed within the City, however, charges billed to the metered users bring in slightly less, or 21.2% of the total revenue, Although this deficiency is small, only .9%, it would take an additional 4.2% increase in the metered rates to make the metered users pay their way. Information on the proposed rates is attached. The Finance Committee recommends that the Water and Sewer Rates be increased by 25¢ per month, with additional increases on the metered water charges as outlined, ‘ 3. Second Hand Dealers Licencing By-law We have a rather out of date By-law covering the Operation of second hand dealers, pawn-brokers and junk dealers. Recently, through requests from the By-law Officer and the R.C.M.P., the City Clerk revised the By-law to a more simple form and incorporated a form of record for goods bought and sold. The previous By-law went into great lengths covering the operation of second hand dealers, pawn-brokers and junk dealers and specific form was prescribed. Pawn= brokers are covered extensively in a Provineial Act and therefore it is felt that the simpler By-law would suffice. The Finance Commitcee hag reviewed the By-law and recommends that it be implemented.
