Regulations ~ Mosquito Spraying ert I contacted the Department of Transport regarding the resolution requested by the Fraser Valley Mosquito Control Board. This particular section of the Air Regula- tions ‘prohibits aircraft from flying over the City at an altitude of less than 1,000' and the passage of the resolution which is filed with the Department of Transport, assvres the pilot that he will not be prosecuted when he makes flights below this altitude. The legal ramifications of the resolution have been dealt with in previous years and apparently the City are not assuming any liability for the pilot's actions in| “4 passing this resolution. ° . The passage of the resolution will merely enable the pilot to fly over Port Coquitlam without violating the Air Regulations and he still must receive’an order to SG fly from our Spotter, which at the present time is Ralph Palmer, the Vector Control ° . ‘s Officer. Mr. Palmer's direction from Council is that no spraying is to take place except in an emergency and Mr. Palmer intends to get Council approval before any flights are authorized. City Administrator
