This revision would merely define the position that presently exists to bring it into line with the present organization which has the parks maintenance operation under the jurisdiction of the Engineering Department. The terms of reference for the Parks and Recreation Director's position originally covered jurisdiction of the parks maintenance area hence the need for redefining the position as it presently exists. I feel that it would be to our advantage to retain the parks maintenance operation under the Engineering Department for some time. There is no doubt that in the future there will be a need to transfer the parks operation under one department head who will be responsible for parks maintenance and design, facilities construction, park planning as well as the total recreation programing function. This seems to be the route followed by the larger municipalities however it would prove a costly move for the City at this time. Ultimately the Department will consist of a Parks Administrator who will be responsible for the functions mentioned above and would have connected with his Department a Park Superintendent, a Park Planner and a Recreation Director. I have set out the past and possible future deparement structure on the attached organizational charts. As mentioned above, it would be my recommeudation that we define the Recreation Director's position at this time and fill this position. The Recreation Director would report directly to me as did the previous Parks and Recreation Director and in the future,as the City grows, the other positions needed to create a fully independent Parks Department would be established. I would therefore recommend the following: 1. That the Parks and Recreation Director's position be revised with the area of responsibility being chiefly related to the recreation function including the supervision of the Recreation Centre. 2. That we retain the present arrangement with parks maintenance Operating under the Engineering Department. With regard to filling the Recreation Director's position it would be my recommendation that Miss Janna Taylor be appointed to the position of Recreation Director. Janna
