Dear Sirs: It is advised that the Richmond Municipal Council on January 23, 1978, considered the effects on the local steel and construction industry, and that of British Columbia generally, in consequence of the 30% temporary anti-dumping duty on certain steel products entering Canada from foreign producers, as levied by the Minister of National Revenue September 29, 1977. ‘The subject was introduced by way of a report from Alderman D.K. Sand- berg, and a copy is attached for your information. . A number of delegations were heard in this regard representing both the steel industry and related labour organiza- tions. Grave concerns were expressed regarding the probable con- sequence of the anti-dumping duty, particularly in regard to the ability of small businesses to continue their operations, and the resultant loss of employment. The Municipal Council unanimously supported the recommend- ations of the report, and correspondence has accordingly been for- warded to the Prime Minister, the Minister of National Revenue, and others, supporting the position of the B.C. Construction Associa= tion that the importation of the "wide flange beams" entering Canada through Pacific Coast Ports be exempted from the anti-dumping duty.
