a Bs we his By USOV The role of the international Communist movement in the life of the peoples and in the strug- gle for a revolutionary transfor- mation of the world, for man- kind’s better future, is growing constantly. The communist movement has become truly world-wide, the most influential political force of our time. The anti-Leninist policy of the Mao Tse-tung group, which is at the helm of the Communist Party of China, presents a grave danger to the Communist move- ment in the present period. The CPC leaders have actually re- ‘nounced Marxism-Leninism and replaced it with the notorious “ideas of Mao.” They have en- dangered the Chinese people’s socialist gains within the coun- try and are carrying out in the international arena a chauvin- istic course aimed at subjugat- ing the world revolutionary and liberation movement to Peking and turning China into the world’s hegemonic power. Czechoslovakia The Mao Tse-tung group sid- ed, in fact, with counter-revolu- tion during the events which oc- curred in Czechoslovakia in Aug. 1968. That group was en- gaged in direct instigation to the overthrow of the people’s system at the time of the diffic- ulties in Poland in Dec. 1970. With regard to the socialist countries the Chinese leadership has been carrying out a policy aimed at splitting the socialist community. The present CPC leadership is indifferent to the struggle waged by true Communists in various countries. It did not display solidarity with the struggle in defence of Angela Davis, an American Communist who was unjustly persecuted, or with the political prisoners languishing in concentration camps and pri- sons in Greece. Indonesia and Haiti. Peking turned a deaf ear to the world’s protests against S AND t La | Maoists change tactics — __ but keep anti-Soviet aims . the bloody terror applied to Communists and other progres- sives in Sudan. The CPC leadership continues to interfere in the affairs of the Communist Party of Japan, violently attacking this party for its rejection of Mao Tse-tung’s proposal to join the anti-Soviet “united front” of his making. As was pointed out in the Akahata, “the interference in Japanese affairs by persons from the Communist Party of China is a link in the great-power plan aimed at the establishment of domination over parties and re- volutionary movements of other countries,” Chile Carrying out a hostile policy with regard to the Communist Party and other Left-wing par- ties of Chile, Peking seeks to split the Popular Unity bloc and encourages local Maoists who come out against the Sal- vador Allende government. The Communists, Socialists and all progressive forces of that country were justifiably filled -with indignation at Chou En- lai’s anti-Chilean statements in his interview which appeared in the extremely Right-wing Mexi- can magazine Excelsior, in Sept. 1971. The Chinese leadership played an unseemly role at the time of the recent events on the Indian Subcontinent. When the people of East Pakistan rose to a strug- gle for their elementary demo- cratic rights and freedoms, for national liberation, Mao Tse- tung and his closest associates demonstratively supported Yah- ya Khan’s reactionary regime and granted it military assist- ance in stifling the national- liberation movement. In its resolution the Central Committee of the Communist Party of Bangladesh condemned China’s position during the vot- ing on Bangladesh’s admission to the UNO, and called upon the people of Bangladesh to be vigil- ant in the face of the intrigues of the pro-Maoist elements in ' the country. Maoist Groups In the struggle against Com- munist and workers’ parties in some or other countries the Chinese leaders make use of local Maoist “parties” and groupings, even though the lat- ter are obviously failing to justify Peking’s hopes. The flirting of the Mao groups with the ruling circles in. the United States and other impe- rialist powers has resulted in a change of tactics by pro-Peking mini-parties and organizations. The latest instructions of the Chinese leadership to West Eu- ropean Maoists point out the ne- cessity of launching a struggle against “ultra - revolutionaries” coming out with “unjustified demagogic slogans.” The instructions order them to show greater tolerance for those differently-minded, to at- tract influential bourgeois lead- ers and use the bourgeois press for propagating the RCP’s policy. The Two Ultras Meet Peking urges Mao’s support- ers abroad to a wider and more diversified participation in the inner political life of their coun- tries. Unlike its former calls, ‘Peking now encourages Maoist groupings to participate in par- liamentary and municipal elec- tions (so as to do harm to com- munist candidates, of course), to the penetration of mass organ- izations, trade unions in parti- cular, and to increasing their in- fluence on various categories of the population, workers in the first place. © Besides legal activity in capi- talist countries, to which the Maoists try to impart an out- wardly attractive legitimate as- pect, they set up secret under- ground organizations engaged in the preparation of armed gam- bles and acts of terror, kidnap- ping. of officials, bank robberies, etc. At the present stage, the Mao- ists are no longer content with fraternalization with Trotsky- ites, anarchists, “Left”-wing and Right - wing revisionists and other traitors of the working- class interests. They now act increasingly often together with criminals, neo-fascists and police agents. Ss Rengo Sekigun, an organiza- tion of ‘Japanes Maoists, won notoriety by arranging explo- sions in streets and_ public places. Last spring, the Sekigun- ites brutally lynched 14 boys and girls from their own ranks, whom they suspected of the de- sire to ‘desert’ and _ betray ““Mao’s ideas.” t Violent clashes between the police and extremist crowds of beth rightist and leftist trends - Leninists” occured in Milan in March, on the eve of the 13th Congress of the Italian Communist, Party, Maoists found themselves in one boat with fascist - mongering thugs in that case. West Germany During the XXth Olympic Games in~- September, Maoists arrived in Munich from Frank- furt, Bochum, Karlsruhe, Kiel and other cities in the FRG, and also from West Berlin. Having joined forces with anarchic groupings (the general strength “of Maoists and anarchists came to about 150 people), they went into a street fight with the police and wounded 58 police- men. The police, who had known of the Maoists’ plans before- hand, not only did not take measures to prevent the clashes but — evidently deliberately — guided things towards the ag- gravation of the situation. - The clashes of the police with the leftists who call themselves “Communists” and “Marxist- were used by the Right-wing forces as a pretext for fresh attacks on true Com- munists, on the German Com- munist Party, for accusing the FRG government of failing to act against “Left-wing radical- ism.” The leadership of the Ger- man Communist Party condemn- ed the Maoists’ and anarchists’ provocative activities and point- ed out that Maoists’ actions had nothing in common with the working-class movement, that they are actually spearheaded not against West German impe- rialism but against the Left- wing forces in the FRG.
