The so- cialist community of states is experiencing increasing strength and consolidation. The interna- tional working class movement is growing in strength and in- fluence and is on the way to becoming the mainstay of the steadily growing world. move- ment for peace. National and social liberation movements are ‘challenging imperialist domina- tion everywhere. It is precisely these growing revolutionary forces which are more and more determining the course of con- temporary world history. In Canada, as elsewhere, the popular movement against mon- opoly and its policies is acquir- ing an all-sided character and growing in scope and strength. The militant struggles of the working class are stimulating and widening the opposition to monopoly policies. Being better educated and organized, it is exerting a much greater influ- ence in our society than ever before. The militant mood of the workers can no _ longer be ignored. Moreover, economic and social policies of the gov- ernment and monopoly have brought conditions which chal- lenge the very livelihood of the working class, the farmers, and all working people whether by hand or brain. Consequently they are shifting the struggle more and more to the political arena. The over-riding issue in the federal election expected in 1972 is the future of Canada and its people. There are two main directions we can follow. One course is to become even more deeply involved in the _re- curring crises, wars and cata- strophes which characterise capitalist monopoly efforts to prolong the agony of a dying imperialist system presently dominated by United States im- perialism—the sure road to more unemployment, poverty, economic decline and human suffering. The other course is to unite the labor and democratic forces to win new policies of full employment, extension of democracy, the right to self- determination, genuine Cana- dian independence and an inde- pendent foreign policy of peace and peaceful coexistence — aligning our country firmly with the new world of peace, demo- cracy and socialism. Ef * t ‘The most urgent task facing mankind today is the fight for peace. Imperialism, particularly U.S. imperialism, is the main enemy of peace. Canada’s all- round development requires peace and security. To achieve this, Canada must free itself from the U.S. military embrace and pursue a fully independent foreign policy. The basic ingredients of such a policy for Canada call for: ‘withdrawal from NATO and NORAD; cancelling the Canada- U.S. defense sharing agreement which makes Canada an acces- sory to the war in Indochina; de- claring Canada a_ nuclear-free zone; demanding U.S. with- drawal from Indochina; a _ poli- tical settlement in the Middle East based on the 1967 UN Security Council _ resolution; The first three Communist Party candidates in British Columbia for have been nominated. From left to right: Maurice Rush (Vancouver Kingsway) and Roderick Doran (New Westminster). support of a European Security Conference; recognition of the GDR, the People’s Republic of Korea, the Democratic Republic of Vietnam and the Provisional Revolutionary Government of South Vietnam, the newly con- stituted Republic of Bangla Desh; banning of bacteriolo- gical and chemical weapons and their destruction; the banning and destruction of all nuclear weapons; and an end to the arms race, with full support for universal disarmament. Consistent with such an ap- proach it is also essential: to end Canadian imperialist econo- mic penetration and exploita- tion of other countries and peo- ples, particularly in the Carib- bean and Latin America; to support in every way the peo- ples of South Africa, Rhodesia, Portugal, Greece, Spain and all peoples striving for national and social liberation; to oppose racism, anti-Semitism, apar- theid, neo-colonialism and geno- cide. The Communist Party has called upon the trade union movement, the NDP and all de- mocratic forces to unite their efforts to this end. To achieve genuine Canadian independence the working class and its democratic allies must administer.a political defeat to monopoly. The battle for inde- pendence is inseparable _from the democratic aims of the working class. This includes a struggle against Canadian, as well as foreign monopoly domi- nation. Unless the working class enters fully into the battle for independence and places itself at the head of the growing up- surge of Canadian conscious- ness and national identity, the independence struggle will be deflected towards strengthening Canadian monopoly at the ex- pense of the real interests of the majority of Canadians. A key role in.the struggle belongs to the trade union movement, which must seek unity and au- tonomy based on class struggle policies. ‘United action by the left, in- cluding the Communist Party, is the indispensable condition for defeat of monopoly and im- perialism and for democratic advance. Basing itself upon anti-capitalist policies, such a leftward-oriented political al- liance must seek radical re- forms, defeat class collabora- tionist policies and project more fundamental solutions to the serious problems facing our country and our society. The Communist Party, as the party of scientific socialism in Canada, is the only party that combines the struggle for im- mediate socia', economic and political reforms with the revo- lutionary perspective of social- ism. Its aim in the forthcoming federal election battle will be to unite all the patriotic, truly national and democratic forces for the election of a large pro- gressive bloc, including Com- munists, to Parliament. In pur- suit of this aim the Communist Party will direct the main fire against those monopoly inter- ests who would more fully in- tegrate Canada with U.S. im- perialism; against those forces that stand in the way of peace- ful coexistence of differing so- cial systems and of cooperation between Canada and the USSR; against all those who would push Canada further to the right and attempt to rekindle the flames of the cold war. At the same time the Communist Party will continue to vigorous- ly criticize the Trudeau govern-’ ment and its pro-monopoly poli- cies. Our program will be directed towards resolving the three great issues of national policy presently confronting Canada: e Canadian independence, na- tionalization of energy and ‘na- tural resource industries, the building of an all-Canada elec- tric power grid, gas and oil pipelines, the processing of raw materials to provide job oppor- tunities for a growing labor force and fulfillment of its grow- ing expectations, including a ris- the forthcoming federal elections East), William Turner (Vancouver ing standard of living. : eA new _ made-in-Canada Constitution based on an equal voluntary partnership of the English and French Canadian nations in an independent sover- eign bi-national state and the right to self-determination for both nations, including a Bill of Rights. e An independent foreign Policy as outlined above, and including a 50% cut in the arms budget and transfer of these funds to socially necessary pro- jects. ’ In accordance with these ob- jectives we shall work for the following minimum _ economic program as a means of defend- ing working people from the effects of the present crisis, brought about by monopoly control: 1) Jobs or an adequate in- come for every Canadian as a right; a 32-hour work-week with no reduction in pay; earlier re- tirement with higher pensions. 2) Unemployment insurance benefits at 80% of wages for the full period of unemployment and without a waiting period; a $3.00 per hour minimum wage. 3) Income security and ade- quate pensions with a minimum of $3,000 for a single person and $5,000 for a family, adjusted periodically in accordance with cost of living increases, as a right of every Canadian with no means test. 4) A stop to plant closures and layoffs; jobs with an ade- quate and progressively increas- ing income ‘tobe assured through economic ‘growth; expansion of both resource and secondary in- dustry by means of public ownership and democratic con- trol so as to abolish regional disparities and as part of a long term and balanced all-Canada industrial development _pro- gram. Such a plan to include planned urbanization, housing, transportation, environmental control, parklands and recre- ational areas. 5) A restructuring of Cana- da’s trade policies to make pos- spective. The great issues to be fought out now, during the election campaign and following it — issues which our Party has pioneered and fought for in the broad labor and democratic movement — demand that the Party lift its sights and run a maximum number of candidates. This will enable the Party to advance its program, stimulate the labor and democratic movement, help forge a democratic alternative to the policies of monopoly and relate it to the socialist per- The running of a large number of Party candidates is an essential ingredient to the achievement of unity in action of the labor and democratic forces.
