Furthermore, the Motor Vehicle Act delegates the authority
to erect traffic control devices to municipalities.
Therefore, you should contact the City of Vancouver and
the surrounding municipalities and request that they
include custom transit vehicles in their traffic bylaws or
alternately, request that they issue a memorandum to their
enforcement personnel asking them to consider the custom
transit vehicle a bus. The Ministry of Municipal Affairs,
Recreation and Culture and the Union of British Columbia
Municipalities may be able to assist you.

I trust this will allow you to meet your goal of providing
legal access for Custom Transit vehicles to bus priority
facilities.
