(3) Mr. Michael TURNER, of Port Coquitlam, appeared in Court May 26. 1976
; charged under By-Law #989. His Doberman dog created a disturbance by
barking; FINED $1.00. No explanation was siven by the Prosecutor for
such a very minimum fine. The only recourse would be to appeal and

that would take perhans months.
