Carried, In his report, Alderman Thompson referred to the section of the Keenlyside Report entitled "Equipment and Facilities" which dwells on the necessity to establish a standardized purchasing procedure for fire vehicles for a better response time in provision and a reasonable expected decrease in costs of, say, 20% if a Central Purchasing Agency were established and wherein it is stated that "Motorized equipment is often ordered on the basis of specifications prepared by Fire Chiefs who are not qualified to deal with such complex matters."...."Among the results of this indiscriminate and often ignorant purchasing are difficulties in mutual aid, unsuitable choices of equipment, operationai problems, and gross waste of taxpayers’ money." Further, “no motorized fire apparatus should be allowed to be sold in B.C. unless the company concerned has at least one mechanic, together with other reasonable service facilities with the Province." Moved by Alderman Thompson: Seconded by Alderman Traboulay: That as recommended in a report from Alderman M.A. Thompson, September 18th, 1975, the Fire Chief be requested to outline more clearly the problems of service of equipment and further to report on the similarity, or lack of it, of the City's equipment and any solutions to the above. Carried. Prior to passage of th= foregoing resolution, the Fire Chief advised that most equipment is purchased from the United States and Eastern Canada. Alderman Thompson, in his report, referred to the section of the Keenlyside Report entitled "Mobile Homes" wherein it was pointed out that "The situation is made more complex by the fact that mobile homes can be brought into British Columbia without inspection and sometimes are set up in parks which have no fire prctection". Alderman Thompson stated he had no recommendation on the above-stated subject other than to suggest that the Council proceed more slowly on the introduction of this type of home and his report and comments thereon were received for information. In his report, Alderman Thompson advised that the Keenlyside report deals at length with the need for a greatly strengthened Fire Marshal's Office and the need to establish a Firefighter Training College within the Province.
