Bears may already be get- ting ready to hibernate but the environment ministry wants the message to sink in for future years, Environment minister Paul a Ramscy, leading the charge — through. a new program, says conservation officers received - more than 3,100 public — complainis about black bears this spring of 1996. More than 320 of those ~ bears had to be destroyed. **That’s nol good enough,’’ Ramsey said, So his ministry is calling on the public to do their part and help prevent the access of bears to garbage. “We don't want to have to send COs to kill bears be- cause people aren’t taking care of their garbage,”’ Ramsey said. The minister ack- nowledged that the late spring in the Skeena might have had something to do with the large number of bear compiainis in this area between April and June — as bears were forced into valley bottoms to find food. Ramsey also insisted thal his ministry was doing all that it could to keep bears away from people. This year’s massive sockeye run was the largest on record and commercial fishermen are angry they weren't allowed to catch more of those salmon. "There was over a million fish that had to be locked out of the spawning beds on the Babine River,’’ Scott says. Those fish — worth more than $15 mil- lion to the commercial fleet — fetched poor prices because they had travelled so far up- stream, and Scott says most of those fish had to be used in pet food, fish fertilizer, or simply dumped at landfills. The Skeena Watershed Commiltee — a group made up of both commercial, sport and native fishermen to manage the fishery — decided by consensus in advance how the fishery should be managed to protect weaker stocks of steelhead and coho. Those species are caught along with sock- eye ai the same time and some runs can be driven to the edge of extinction if the net fleet is allowed to fish aggressively. Scott says the Skeena Walershed Com- mitice is a good organization because it ended years of conflict between the rival groups, but says he’s worried the commer- cial fishermen may opt out if the committee doesn’t make changes to ensure the fleet can take advantage of strong runs.
