That's different from what Kitimat trustees say they did — not renew some contacts of their administrators past Dec, 1 because of the two districts merging. This is the latest problem to erupt be- tween the two boards over the merger of their districts. Kitimat trustees want an open competi- tion for senior positions while Terrace ones prefer to bring their senior people with them, Kitimat trustees stopped extending con- tracts when the forced merger was an- nounced, said Peter King, vice chairman of the Kitimat board. Bul he claims Terrace trustees didn't da the same thing. In particular, he says Ter- race could have stopped the automatic renewal of Frank Hamilton’s contract when it came up this summer. “Our employees felt safe because they thought they’d have a fair kick at the cat,’” said King. ‘'We should have given them more lucrative contracts,’ he said In feference to the expensive severance clauses in the contracts of Terrace senior administrators, “We're learning quickly that the best thing to do is to be irresponsible and get rewarded for it,”’ said King. However ‘Terrace trustee Christensen disagrees, “"He’s not quite correct in what he’s saying,”’ said Christensen, Christensen says Hamilton’s contract automatically rolls over unless the board passes a motion for it not to continue. He added that the B.C, Public Sector Employer’s Council has told the Terrace board it is adhering to the spirit of amal- gamiation. Stew Severance deal unusual FRANK HAMILTON isa’t one of the high- est paid superintendents in the province. The last available listing of his salary puts him at $119,000 4 year, but that figure in- cluded a pay out for vacations not taken. Among school superintendents, Hamilton ranks 20th in pay. Superintendent salaries range from $80,000 to $140,000, Yet his contract provision for an automat- ic renewal cach year so that the contract is always for five years {s unusual, says the Public Sector Employer’s Council. And the five-year buyout provision does place him at the high end of severance terms, it says. Assistant superintendent Skip Bergsma, with an annual salary of $97,000, has a similar five-year clause in his contract. So does secretary-treasurer Barry Piersdorff who makes $96,000 a year. It was ‘‘to examine proce- dures, policies, processes and events’’ in the school district, according to its terms of reference, Its three members organized hearings in the fall of 1981 and worked away on a report of non- binding recommendalions, One of its key recom- mendations was to change. the responsibilities of the Secretary-treasurer and su- perintendent. In doing so, the review board suggested that a country-wide search be un- dertaken for candidates for both positions and that the current ones may wish to be considered as candidates. The review board issued its report in November. The board signed its five-year contact deal with Hamilton on Sept. 1.
