Brocklebank then expands 0 on the seriousness of the problem from a local perspective: "I have been here in the Northwest for 14 years and came originally as an employee of Cassiar Asbestos Corporation. I found the unquoted reasons against local hire to be the most prevalent, especially as they imported people for even the most _ unskilled positions at expense. "I also found their understanding of native people to be alicn to the Colonial thinking of another era and another continent. Being a company town they allocated hous- ing on a point system devised and administered by themselves. "A native person could not get housing and a native person func- tions best as part of a family unit. Those that were very determined to work against the odds but still ‘Breat maintain that family unit had to live with their families outside of town in homemade shacks with no electricity or running water. I know of one family that lived ina van — even through the winter. "The point of all this is — I believe the resource companies have a responsibility to give the people of the region, especially the native people, every opportunity to be part of development of their part of the world and be given the chance of training and obtaining the experience needed to. meet the. labour needs of the resource com- panies." Brocklebank concedes that Golden Bear and the Tahltan Tribal Council got a three year road maintenance contract out of the deal and reached an agreement that promised native people train- ing and 20 percent of the jobs created there. But "the training and 20 percent does not seem to have come to pass." He suggests that similar agreements be reached in the Golden Triangle, but with SUPPLIER WHOLESALE GARMENTS better follow-up on job training and the number of locals hired. Brocklebank then raises another point, the social impact of eco- nomic development. Instead of local gévérnment being faced with years of lobbying for needed housing and services, then, all levels o£ government should be prepared now to address any increase in social problems created by an influx of mining and forestry companies in the area. And as far as individual com- panies are concemed, Brocklebank says they must do more than sim- ply hiring local. They must put something back into the social fabric of the communities they affect as well.
