As noted in the letter, the proposed region-—wide collection program does not pre-empt the role and objectives of the comprehensive permanent household . hazardous waste program proposed to the Ministry in February, but rather fills a need until such a system becomes a reality. The above table identifies two classes of costs, viz., costs for advertising. and packaging and costs for transportation and disposal. The Ministry has advised that it plans to share 50-50 with the Region in the costs for advertising (ie., about one-third of the total cost shown for advertising and promotion) and pay all of the costs for transport and disposal. Based: on. the above cost sharing formula, participating member municipalities of the . District would be obliged to pay about $96,000 of the estimated total program cost of $565,000. It is proposed that each participating municipality’s..share of the $96,000 be recovered based on the number of drop-offs from each municipality. Besides the contractor’s personnel, it takes considerable staff to man such a program and to meet these requirements it is proposed that each participating municipality provide at least 2 resource people and the GVRD at least 5. 7 Allowances for the costs of staff are included in the table under "Advertising and Packaging Costs”. As noted in the attached letter, the collection program proposed herein is not an alternative to the permanent program proposed to the Ministry in District letter of February 21, 1990, but is complimentary to it as it fills a need until a permanent program is established. The costs shown in the table assume all municipalities will participate. However, should some mmicipalities decide not to participate, the program can proceed with those that wish to have a program. RECOMMENDATIONS : 1. That the report titled "Proposed Region-Wide Household Hazardous Waste Collection Program" dated May 10, 1990 be received and forwarded to the Administration Board. Pa
