TO Mayor aud Council PROM: A.W. Hilkinsoz Alderman DATE: January 29, 1987 SUBJECT: Eagle Ridge Hospital/Ffraser Burrard Hospital Society As you are aware, the operation and management of Eagle Ridge Hospital rests with the fraser Burrard Hospital Society. Approval was recently &iven by the G.V.R.D., in conjunction with the Ministry of Heaith, to transfer the physicai assets of the Eagle Ridge Hospital from the G.Y.R.D. to the Praser Burrard Hospital Society. This transfer was considered to be a sormal transaction. There has been considerable planning and ongoing discussion by the Fraser Burrard Hospital Society concerning the overall utilization of Eagle Ridge Hospital. 4 planning discussion paper released in 1986 caused considerable uproar over a proposal to transfer certain hospital functions from Royal Columbian Hospital ta Eagle Ridge Hospital, YThe result was a further re~evaluation by the Board in consultation with the medical fraternity to determine what functions Should be moved from Royal Columbian to Eagle Ridge. A copy of the Strategic Planning Update report is attached, together with a copy of the initial planning discussion paper. The update report now appears to accept the concept of increased utilization of Hagle Ridge, including the provision of Emergency Services. The transfer of functions from Royal Columbian to Bagle Ridge will enable the Praser Burrard Hospital Society to accomplisa the following: a} Provide space and beds for improvement to specialty programmes for heart patients, including transplants (while other areas of the hospital programmes will be identified and improved, the heart progranme appears to be a priority). Enable the Eagle Ridge Hospital te provide an inereased level of service to the communities it was intended to serve. The provision of emergency service is a vital service required in the area served by the hospital.
