1 i i i THE CORPORATION OF THE CITY OF PORT COQUITLAM COUNCIL JUN 2 3 1986 MEMORANDUM TO: B. Kirk June 17, 1986 City Administrator FROM: F.E. Peters, P. Eng., City Engineer SUBJECT: Lombardy Drainage -Public Works Committee - June 17, 1986 Recommendation: That Council approve the alternative solution to the Lombardy drainage program proposed by the residents at a cost of approximately $8,000.00, the proposal being catch basins and two storm connections to the City drainage system rather than the ditch originally proposed by Council. . Background and Comments: Counci! has approved for the 1986 budget the sum of $12,000.00 to provide for construction of a drainage ditch behind the properties on Lombardy Street. The residents were Informed of the proposal and have petitioned the Public Works Committee to provide an alternate solution to the drainage problem that would not involve the construction of a ditch. The residents fear that the construction of the ditch will detract from thelr property and will be unsafe to children playing in the rear. They aiso fear that construction of the access road will! allow access by undesirable elements to the rear of thelr properties. The Committee recognizes the validity of these concerns. The residents have proposed that dralnage be accomplished by means of three catch basins installed at the low points behind the homes and connected to two storm sewer connections running between the houses to the street. This Is similar to the proposal originally advanced by the Public Works Committee. The residents affected are prepared to provide the City with a Right-of-Way through the property to allow installation of the storm connection. They have also obtained a quotation from a contractor who Is prepared to do the work on private property and in the nature reserve for a sum of approximately $3,600.00. The City Is concerned about the quotation as It was not based on any specific design plans or specifications. There Is no guarantee tn the quotation that the properties wit! be restored to the satisfaction of the owners. lf Council approves this recommendation, 21 i } | } i i
