TO: Mayor & Council FROM: Alderman P.F. Ranger Why you should vote "yes" for the passage of By-law No. 1255 (Day Care for children). It is a fact that social conditions today dictate that many a mother must leave her family in the care of someone else while she goes to work in order to supplement the family income. Whether you agree or not, it is a facr. It then follows that, as Aldermen, it is our responsibility to provide the framework under which individuals can set up to care for the children of working mothers. Without the proper legal framework for day care, mothers are forced te leave their children with adults who; may or may not be qualified to care for their children; may or may not have adequate or safe physical facilities to provide the children with healthy and safe accommodation; May or may not issue a receipt upon payment so the mother may deduct the costs of day care when filing an income tax return. Both the Federal and Provincial Governments recognize the need for day care facilities and are in the process of drafting or have drafted legislation to help a working mother ensure that her children are being properly heed and cared for. However, no matter how generous or sophisticated Federal or Provincial subsidy plans may be, they are useless to the citizens of Port Coquitlam if the Council governing land use by-laws refuses to pass legislation allowing the creation of Day Care facilities. If you defeat this By~law you are in essence saying "take your kids to other municipalities to be cared for". This situation exists at present and it is high time we rectified it. eeee-cont'd.
