Specifically, we seek your formal approval for the use of “scare cannons” iogether with the noise levels associated with this proposed marsh protection scheme. As part of the overall FREMP approval to construct the subject project within code red habitat, this District was obligated to enter into a legally binding Habitat Compensation Agreement with the Department of Fisheries and Oceans. This agreement states that this Disuict is responsible for complete and expedient recovery of the marsh area and long term monitoring. We have already invested considerable capital and resources to fulfil our legal commitment and we must take all reasonable precautions to ensure that the specified recovery of marsh plants will be achieved. Part of the restoration work mentioned above includes spreading of previously stripped original marsh sediments on bota foreshores of the Pit River and subsequent selective planting of seeds and cultured marsh seedlings to best achieve original plant densities. In order to increase the chance of sccessful marsh restoration, ferra Lotic Resources Ltd. has recommended that “scare cannons” be placed on each foreshore to protect the rhizomes. seeds and new plant material from being destroyed by various predators. purticularly geese. Past experience by our consustcnts in arcas where this form of protection was int used indicates that rapid and complete destruction of the restored areas has resulted.
