Maitland, City Treasurer - Deputy Administrator ia Fraser Valley Regional Library Funding Formula JUN 1- | RECOMMENDATIONS: 1) That City Council endorse that the FVRL continue to use the present funding formula of 50 percent lagged actual assessment anc 50 percent population be used for the 1993 budget year. 2) That City Council request the PVRL to undertake a review of the funding formula once the 1993 assessment information is available. BACKGROUND & CO} In order to continue usage of the present formula recommendation number one must be roved unanimously by member councils and school boards. For the last iwo years this has not happened and the library board has had to ask the Minister of Municipal Affairs to set the formula for the budget year concerned. My main concer with the present formula is that as our levy is based upon assessment we end up paying more than some other municipalities as a result, for example in 1991 our levy worked out to some $3 per capita more than Mission and roughly $1.75 per capita more than Chilliwack. I would like to review other possible means of allocations such as: having a core cost for administration of the FVRL allocated on a similar system as now and allocating library service costs either directly to the areas where the service is provided or perhaps allocate these costs based upon the place of residence of the users of the library system.
