November 18th, 1974 City Adm.re From the City Administrator, November 15th, 1974, advising that at proposed L.I. project - the request of Alderman Thompson, the City Engineer and he had attended Handley Cres. a meeting with some of the residents of Handley Crescent regarding the Local Improvement Project planned for that block as the owners were concerned particularly about the increase in cost since the project was first petitioned for in 1970; also the method of assessment for frontage on the corner lots. The City Administrator, in his report, explained that in 1970 the Local Improvement program was temporarily discontinued as the Public Works Committee wished to re-assess the distribution of expenditures for paving, and in addition, the contribution by the owners toward Local Improvement projects was not in proportion to the cost of the work; further, with regard to the assessment process, the present Local Improvement By-law sets out a maximum charge of 100 feet for corner lots, that is, where construction is carried out on two sides of a corner lot. The City Administrator, in his report, also commented on the concern of the residents on the treatment of interior corner lots that have a narrow frontage and very wide rear yard where the Assessor applies a formula and adjusts the frontage to compensate for the triangular shape of the lot; the opposite occurs if a lot has a very large frontage and very narrow rear yard. Several residents of the area were in attendance, and on invitation of His Worship the Mayor, they were given the opportunity to express their views on the matter. Mrs. T. Carnes, 3368 Handley Crescent, stated she was interested in the project initially, but the increased cost would be too great a tax burden. Mr. M. Tkachuk, 3563 Handley Crescent, stated he would like some assurance that the project will receive consideration, because the longer it is delayed the more it will cost. Mrs. V. McGuire, 3395 Handley Crescent, stated she agreed with Mr. Tkachuk; however, she felt a fair and proper re-assessment should be made in view of the fact that the project was delayed initially by the City. Mr. J. Jaffray, 3490 Handley Crescent, stated he understood storm sewers were instalied several years ago, and the City Engineer advised that there are two existing storm sewer systems in that area, the largest of which was installed by the developer to service a subdivision to the West; however, neither of these systems are sufficient to provide drainage
