These amendments would make almost all home businesses illegal in Port Coquitlam! Once you consider "no manufacturing", 512 (3)(ah "no traffic", 512 (3)(h)r "no storage of materials or goods". 512 (3)(dh and "no visitors", 512 (3)(e), few businesses are left! If the standard of living which we currentlyvery enjoy is to continue we must assist and encourage all types of business. Under these bylaws, many important community services will be lost ! I am especially concerned about 512 (3)(e) which states: la accessory hose busiaess shall aot iaciude busiaesscs uhose aai ~ purpose is to provide service or advice to ciieets uho aust visit the preaises ia order to rcccive the service or advice. Such busiaesses iaciude doctors, dcatists, bairdressers, teachers aad similar occupatioas. People are not worried about what (legal) bus&ness is being practised by their neighbours. They are worried about excessive noise and traffic on their street. This is the problem that should he addressed. Do not antagonise and prejudice certain professions by saying they are not allowed in Port Coquitlam homes ! Forcing businesses out of residential areas will mean young children will have to be picked up and dropped off in business areas. It appears to me that the intent of the is to force these services away fram the residential areas and intodiscussion the commercial sector where they can provide the dollars to the City. The reasoning this change is understandable, but I feel that it may be unnecessarily for strict and should have some exclusions made in Paragraph 3.E. The services of concern are those part-time professions such tutoring and piano lessons which have traditionally been neighbourhood as orientated and practised from the home to keep costs to a minimum. By introducing this amendment, these services wi 1 1 be jeopardized and may result in increased rates or, as the extreme case may be, cease to exist. The draft strategy proposes a three year plan of action to initiate a thorough program of old-growth research, conservation and management with extensive interagency cooperation and public involvement. As you can appreciate, there are many different views about how and for what purpose British Columbia's old-growth forests should be managed. Creating the strategy document has involved 90 people in two years of research and debate. The resulting document does not represent a universal consensus among them but is seen as a working paper to direct provincial discussion. It is presented you at this stage to test its proposals against a widertoaudience. Staff and representative participants of the project will be conducting professional and public briefing sessions across the province during February and March of 1992. The schedule of meetings is attached. On behalf of the Interministry Management Committee which is responsible for directing and managing this project, I invite you to attend the upcoming briefing sessions.
