Dear Mayor and Council:

The Council of the Corporation of the City of White Rock, at its November 14,
1989 Council Meeting, received a report from the Greater Vancouver Regional
District Development Services regarding the Proposed 1990 Program and
Provisional Budget.

At that time, Counci! unanimously adopted the following recommendations:

RECOMMENDED that Council take the position that the proposed
Development Services budget not be approved and that the member
levies not be increased except as required to meet the Transportation
Planning demand, and FURTHER, that the G.V.R.D. Board Representative
convey this position at the G.V.R.D Board meeting;

RECOMMENDED FURTHER, that a copy of Council's recommendation be sent
to other members of the Greater Vancouver Regional District following
adoption next Tuesday, with background information.

In accordance with the above resolution, I am attaching background
information, consisting namely of a Memorandum submitted to a Committee of the
Whole meeting on November 6th from Mr. W. W. Baldwin, Chief Administrative
Officer, dated November 2, 1989.
