Reduced front yards for townhouse developments may be appropriate when within multi-family or commercial Areas as they improve the urban character of the street; in single family residential areas however, townhouses should have setbacks consistent with the area. For these reasons it is recommended that the minimum front yard setback for townhouse developments within multi-family or commercial areas be reduced from 7.5 meters to 5 meters and that the current standard of 7.5 meters front. yard setback be maintained in every other situation. The balance of the Development Variance Permit applications approved by Council in the various single family/multi-family/commercial and industrial zones did not follow a pattern but were a result of exceptional circumstances affecting the particular project.
