The propaganda seems to be carried on through numerous ‘ehannels and, at this time, has reached so wide a scope in its cumulative effect that there remains no ‘doubt in the minds of ‘diplomatists that the German Government is seeking to educate the minds of the people to the idea of an early peace, It is-learned that it is the German view, apparently, ‘that this is the chance to make peace because. German military suecesses are at their zenith. _ Recently word came from Berlin that the govern- meré does not believe further vietories, won as they must be at increasing cost, will be worth the effort. It seems to be felt in official Berlin, furthermore, that at no tinie will the government be able to satisfy the people by making peace, It is recalled that when the war began the government promised indirectly that it would be over in six months. Somewhat restive under the promise. the peoplé of Germany are beginning to wonder why, the govern- ment does not make peace proposals, Reports are being sent ‘out from Germany. that France is . facing internal disorders’ and that England i is menaced by labor troubles.
