Collector Roads Layouts The Area Control Plan provides accesses to Coast Meridian Road, Dominion Avenue, Freemont Street and Prairie Averue. Provision ig made for the re-alignment of Freemont Street and a future connection to Lougheed Highway. The internal collector roads have been designed to accommodate public transit and offers some flexibility should it need to be modified at the rezoning stage. Local roade are not detailed by the Area Control Plan; it is appropriate thac they be discussed at the Rezoning and Subdivision stages. However, policies for the degign of the locai roads are contained in the Area Control Plan. ¢. School and Park System: The Plan shows two school sites, as requested by the School Board. These sites are immediate to park sites to allow for some sharing of faciliries and more efficient use of the land. The parks system is designed to be within walking distance to most residents in the area and to allow safe pedestrian access to schools, including Cedar Drive School. ly OFFIGTAY State of Current Official Plan: The Official Community Plan of the City cf Port Coquitlam was scheduled to have a major review and update by 1988, or earlier if development occurred at a pace greater than anticipated by the Plan. Although development activity was clearly greater than anticipated the Plan has yet to be reviewed. Some aspects of the plan have become irrelevant, and some necessary policies and guidelines for current and future development are either ineffective or non-existent. It is urgent to undertake a major review or a complete re~writing of the Official Community Plan. It is estimated that this work would require approximately one man~year to undertake this work and could not be undertaken by the Planning Department in 1990, without additional staff.
