Eng., City Engineer Changes to Downtown Parking Restrictions (Public Works Committee Meeting September 6, 1989) Recommendation: 1. That the following changes to downtown Parking restrictions be approved: a. All parking stalls on Elgin, Whyte, and Marpole aAvemes from Shaughnessy Street to the lane west o£ Shaughnessy Street be converted from two hour parking to one hour parking, b. The first nine parking stalls on the north side of McAllister Avenue east of Shaughnessy Street be converted from one hour to two hour parking. 2. That the City Clerk take the necessary steps to amend the City's Traffic Bylaw to reflect Recommendation 1 if approved, Background and Comments: Earlier this year the owner of the Bowladrome again approached the City to have the parking time limit in front of his business altered to cater to his client's needs. As part of the discussion process, a door-to-door survey was conducted in the downtown area to determine, if possible, the general feeling of the current downtown parking situation and specifically the request of the Bowladrome owner. The attached report prepared by the Project/fraffic Technician summarizes the finding of this Survey. Most of the merchants are in support of increasing the parking time limit in front of the Bowladrome from one to two hours. However, the survey also indicates that if the Bowladrome's request is approved there will likely be additional requests for parking restriction changes adjacent to other businesses. This is not Surprising in that different businesses have different parking needs for their clients. It would be extremely difficult to create a downtown parking scenario which will satisfy everyone. Hence, future requests for parking restriction changes are likely to occur from time to time in any event. In fact, the owner of Reid's Hardware store has also approached the City subsequent to the survey to decrease the parking time limit for the stalls adjacent to them. ~)- 41
