To assist you in understanding the background and implications we also have provided: A copy of a Briefing Paper that we had specifically prepared for local government. It outlines the origins and history of Fraser Basin initiatives. It also provides an overview of the Managemer Agreement and its implications. We would direct your attention specifically to the following references in the Briefing Paper: page 10 that summarizes the cost sharing obligations of local government. Section 7 (pages 15-16) that describes how local governments will organize themselves. A summary record of discussions at the January 10 meeting. Projections of cost sharing as requested by the January 10 meeting and that reflect revisions to section 14 of the Agreement. These are the maximum individual levels of contribution required if costs exceed the $400,000 initial commitments of Canada and British Columbia. It is important to note that there is no lecal gevernment financial contribution in 1992. A legal opinion on the effect of the agreement prepared by Lidstone, Young, Anderson is being revised in light of changes they suggested to the Management Agreement that have been reflected in the final copy. It addresses the: ° advantages of becoming a signator, ° power to enter into the Agreement; method of entering into the Agreement; and extent of legal obligations (cost-sharing liabilities).
