The Ombudsman would also like to remind Council that taxation without representation is considered a violation of constitutional rights and directs you to consult the Attorney General’s Directives for decision making by Elected Officials, Entitled "Decision Maker's Guide to Judicial Review" October 1989. For the public’s benefit I would like Council to make available information that influenced it’s decision in this matter and provide written response to my list of questions dated March 13, 1990.
