Nevertheless, the policy for those other unopened roads was that they could be opened if the Developer was prepared to construct them to complete City standards. In consultation with the City Clerk, the Public Works Committee recommends the following as the official Council policy. Whereas Bylaw 1118 gives the City Engineer authorization to issue permits for work on public highways, and Whereas official City policy is that any work done on unopened road allowances be done to City standards and at the full cost of the person wanting to have the work done, Therefore official City policy is as follows: In cases of application for openings of unopened lane or road allowance, no vermit shall be issued by the Engineer until Council and the residents adjoining the lane or road allowance have been notified and that such notification be at Least two weeks in advance of the permit being issued in order to allow objections to be heard.
