Re: Horizon Receiving and Assessment Centre
1978 Budget Submission

At the regular meeting of the School District No. 43
Joint Family Division Committee held on April 12th, 1978,
Mr. Richard Fleck, Director of the Horizon Receiving and
Assessment Centre, advised that he was seeking the support
of the Committee with respect to his 1978 Budget Submission
to the Ministry of Human Resources. A brief discussion
ensued with respect to the need for additional funding and
the following resolution was then passed:

"That the Family Division Committee write a letter to
the Minister of Human Resources in support of the 1978
Budget Submission of the Horizon Receiving and Assessment

Centre;

AND THAT support of the submission also be requested by
the Committee from the three Municipal Councils, the Board
of School Trustees and M.L.A. George Kerster."

During the discussions, Mr. Fleck pointed out that to
date, 83% of the youth dealt with through the programme had
been successfully returned to their homes and the Committee
felt this was sufficient evidence of the success of the
programme to warrant support of its funding requests.
