Moved by Alderman Mabbett: Seconded by Alderman Thompson: That as recommended in a report from the Public Works Committee, January 28th, 1977, the installation of a 42-inch diameter storm sewer on Fraser Avenue West of Chester Street, and a 21—inch diameter storm - sewer on Chester Street from Fraser Avenue to Prairie Avenue, be commenced - immediately,at an estimated cust of $135,000.00. Carried. Aldermen Keryluk, Laking, and Rar .er voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued, and Alderman Laking stated he could not vote in favour of the motion until he had further reviewed the 1977 Budget, and Alderman Ranger stated he did not feel the 42-inch storm sewer installation would be required if it is not intended to reconstruct Chester Street to arterial standards at the same time; and further, that he would like to have a Look at the whole proposal rather than this one particular part, before deciding on priorities. Alderman Laking pointed out that the expenditure will probably result in a 15 mill increase, which will be in excess of the 8% allowable under the guidelines of the Federal Anti-Inflation 4 Board. Alderman Traboulay stated he would be voting in favour of the a expenditure as there is no doubt the work will have to be done in conjunction “ with the Lougheed Highway expansion project. Alderman Keryluk expressed concern at approving such a sizeable item of expenditure without an overall review of the budget, and he suggested that the work be phased over possibly two years in order not to exceed the A.I.B. 8% maximum allowable increase; however, Alderman Mabbett pointed out that the Council had decided when improvements were made by the Department of Highways to the Shaughnessy Street-Lougheed Highway intersection that construction of Chester Street as a major arterial route was a priority, and he requested approval to proceed with the initial work of installing the storm sewers. Alderman Thompson drew attention to the fact that the work has to be done before the Department of Highways moves traffic up Chester Street; however, he stated the Committee would submit a report on the feasibility of phasing the project as a whole.
