Mayor. and Council noventeeY 4 en8 A s FROM: Planning and Zoning Committee Re: Industrial Development Proposal — Bedford Street, Coquitlam At the last regular meeting of Council, the Planning and Zoning Committee was asked to meet with Coquitlam District and discuss the H.A.Roberts proposal _ for an industrial development on the City's boundary - west of Bedford Street. Council expressed a concern that the Coquitlam Zoning By-law pertaining to Industrial appeared to be fairly wide-open and also that the most recent discussions on the Regional Town Centre location may have a bearing on the development of this area, The Committee met with Mr. Don Buchanan, the Coquitlam Planning Director, and Mr. Buchanan outlined the following: 1. With regard to uses permitted in the zone, Mr. Buchanan pointed out that the extract of the By-laws forwarded for Council's information outlined a number of paragraphs. The one pertaining to Industrial use was a general description of Industrial use and the proposal for the property in question is for an M-1 Zone. If Council refers again to these regulations, you will note that the uses specifically permitted in the M-1 Zone are for the higher class of industrial use and such uses as junk-yards or open storage facilities are not permitted. Mr. Buchanan further pointed out that the development will proceed by way of Development Contract to ensure that a quality development results. Mr. Buchanan poir.ted out that. the development is slated for Public Hearing on the 25th of November and added that there would probably be some delay in proceeding with the development in view of advice received from the Department of Highways which indicates that the Department has been looking at a highway connector from-Como Lake Road into Port Coquitlam and the proposed right-of- way conflicts with the development proposal. Mr. Buchanan anticipated that there would be some problem resolving this particular difficulty. A copy of the letter from the Department of Highways is attached for Council's information.
