April 7th, 1975 Moved by Alderman Thompson: Seconded by Alderman Laking: That as recommended in a report from the Planniag & Zoning Committee, April 1st, 1975, Application R#2/75 to rezone the Rem. of Lots A, B, & C, N. 55' of A, S. 55' of B, Plan 10031, being a 4.8 acre parcel of land located between Jervis and Hastings Street, and designate the same as a "Development Area" following the proposed scheme of mixed development, be approved; subject to: Approval of final design of the proposal development; Approval of servicing requirements by the City Engineer; The granting to the City of an easement from Jervis Street to the water~course. Prior to the question being called on the foregoing resolution, a discussion ensued, and Mr. M. Bjornson, Architect, representing the developer, displayed illustrations of three proposals: the first being for a 37-unit townhouse development; the second being all individual units on smaller lots; and the third being some single family dwellings and some townhouse units. Alderman Traboulay referred to the fact that the Council had turned down a previous proposal for that area, and pointed out that the predominance of single-family development in the area is the key issue. Alderman Traboulay inquired how large a play area is envisaged, and Mr. Bjornson stated he could not answer accurately; however, the developer replied that it would probably be an area of about 400' x 150'. Mr. Bjornson stated he was not trying to raise any controversy, but was merely trying to get Council's sanction in principle for the project. Alderman Keryluk stated he viewed the project as a special kind of development because of its background, and proposed that the Planning & Zoning Committee be directed to brief the residents in the area in a similar fashion as was done in the presentation earlier this evening; however, Alderman Thompson commented that no way would the people in that area agree to the proposal. Alderman Laking stated he agreed with the views stated by Alderman Keryluk. Moved by Alderman Keryluk: Seconded by Alderman Laking: That the foregoing resolution respecting rezoning application R#2/75, be tabled. Carried Aldermen Ranger and Thompson voted against the resolution.
