Texas temperatures still climbing

DALLAS, Tex. (AP) —
Ervie Gipson sat on her front
porch fanning herself,
quietly praying for the end of
an oppressive dome of hot
air thal has spread across
the northern two-thirds of
Texas and killed at least 21
persons in Dallas and Fort
Worth. ;

The 64-year-old widow said
she was frightened and won-
dered out loud: ‘How long
Lord? How much longer?”

One story that scares her
is that of an elderly couple
found dead last week in an
apartment with no air
conditioning.

“Most of those folks who
died are older,’ she said
Tuesday. “But I guess all I
can do is trust in the Lord, I
been here most all my life
and] ain't never seen it so
bad,”

The temperature climbed
to 39 degrees Celsius
Tuesday, the 17th straight
day it rose to more than 33 in
the Dallas area.
HOSPITALS BUSY

heat continued to straggle
into Dallas and Fort Worth ©

emergency rooms, but no
heat-related fatalities have
been reported in? the area
since Monday When two
women died. at.a Dallas
hospital within five minutes
of each other.

At least 12 heat victims
were taken to hospital in
Dallas Tuesday night and
three more in Fort Worth.
Bob Clark, assistant ad-
ministeator at Dallas's
Parkland Hospital, said:
“We have not experienced
anything like this year
before,”

Unless the heat wave
eases, Texas can expect to
break last year’s mark of 22
heat deaths, said Dr,
Raymond Moore, deputy
slate health director. Moore
said 69 people died of heat
stroke from 1972 through
1977.

Police said the heat has
brought people out into the

-streets more at night.

Murder and rape rates were
up for the first 15 days of
July.

“The only thing we know to
blame it on is the intense
heat,’” said police

spokesman Bob Shaw. There
were 13 murders in the first
15 days of July, compared

. with nine for the same period
in June. Rapes were up to 60,
from 33 in June,

Dixie gets jobs for
Wash. welfare takers

OLYMPIA, Wash. (AP) —
Governor Dixy Lee Ray says
that in spite of court action
halting her proposed welfare
cuts, she will continue efforts
to put employable welfare
recipients to work.

She said in a statement
Tuesday that because the
cuts in short-term benefits
are before a court, “‘] cannot
and should not make any
statement which might in-

fluence that deliberation.” |

When Thurston County
Superior Court Judge Hewitt
A, Henry granted a 10-day
temporary restraining order
Monday blocking the cuts, he
said a later hearing would
take up the question of their
basic legality.

He blocked Department of
Social and Health Services

emergency rules that would
have cut non-continuing
general assistance grants
from $212 to $60 a month to
save an estimated $7.5
million.

“Although the court order
halts action of the depart-
ment to reduce welfare
payments to employable
adults, it wili not stop us in
our effort to have these
people move into jobs,
particularly in the private
sector, and off welfare,”’ she
said.

She did not say how that
was ta be done. Those
secking the grants must
requalify with the depart-
ment every two weeks by
reporting to the Em-
ployment Security Depart-
ment for work.
