This infamous piece of legislation is similar to Bills passed recently in Australia and South Africa. According to LaCroix, it is intended to outlaw communism, yet the word ‘‘communism’’ does not appear once in the entire Bill. An amendment has been added to the bill since it was defeated last year. This is even broader in scope and makes it illegal to publish, mail, broadcast or distribute “subver- sive propaganda.” In previous years the government has not supported Wa- Croix’s Bill but has used it as a trial balloon to test public reaction. The storm of protest which has greeted attempts to pass this fascist legislation has in the past convinced them that the Canadian people would not stand for such an attack on their democratic liberties, LaCroix and the reactionaries who support him had high hopes of using this bill to outlaw all progressive organiza- tions in this country.
