THE CORPORATION OF THE CITY OF PORT COQUITLAM ITEM IL Re: Frontape Road Access to Karamanolis Restaurant Council will reca]1 that on instructions from our solicitor last year, we did issue a Building Permit for the Karamanolis property at 1640 Lougheed Highway. ‘This permit included the provision that permanent access must be taken off the frontage road but, since that road was not in existence at the time the permit was issued, temporary access was allowed from Angelo Avenue. It was the opinion of our solicitor that we would be required to extend the frontage road to the property in question at our own cost if we wished to deny access from Angelo Avenue. In other words, we could not leave him without an access to the street system. The cost of extending the frontage road to full standards is estimated to be about $4,000. The Committee felt that the City should not spend public money to extend a road required by a developer. As there is a dirt road extension of the frontage road to the property which is in use now, the Committee felt that this road would serve the purpose of providing access to the street system: and complete all our obligations. This is therefore a request for conformation from Council that this approach ‘s acceptable and that we can take action to close off any present or future access to Angelo Avenue. ITEM III Re: Ditch at 3696 Hamilton This item was reconsidered by the Committee after having a survey of the ditch elevations. The survey showed that it is not possible to raise the ditch substantially without cutting off drainage from a catch basin situated in the back corner of 3653 St. Thomas. This drain is at virtually the same elevation as the outlet from the ditch. There are also other properties in the middle of the block that depend on the ditch for drainage of the back yards. Several alternatives were discussed including the complete closure of the ditch using old watermain pipe being removed from Kingsway. To be effective in draining the low properties, such a ditch closure would require catch basins to be installed at all the low properties. The Committee would be concerned about the precedent
