RE: GVRD Parks Loan Authorigation Bylaw 701
Dear Mr. Feeman:

Attached is a copy of GVRD Regional Parks Loan Authorization Bylaw
701 which was given three readings by the Board of Directors at its
meeting of November 27, 1991, and for which we seek the approval of
Council. The bylaw would authorize the borrowing of $5,600,000 for
parks purposes for a term not exceeding 20 years.

Pursuant to the Municipal Act and the Park (Regional) Act,. loan
authorization bylaws for regional parks purposes require the
consent of two-thirds of the member municipal councils and the
electoral area directors which participate in the regional parks
function.

{The borrowing under Bylaw 702 will enable the Board to take
advantage of an opportunity to acquire land in the Widgeon Lake
area for regional park purposes. The Board gave three readings to
the bylaw on the understanding that funds would be available from
within the existing parks budget. The acquisition of the Widgeon
lands is given the highest priority by the Board and the Parks
Committee and has also received the approval of the Minister
responsible for Parks. Further information relating to the land
acquisition is available from Mr. Rick Hankin, Manager of Parks, at
432-6355.

Also attached for information is a copy of Bylaw 700, a bylaw to
adopt the 1991-1997 Capital Expenditure Program, which was also
adopted by the Board at its meeting of November 27, 1991. ©

Because of deadlines in connection with property negotiations, the
Board must give final adoption to Bylaw 701 at its meeting of
January 29, 1992. We would therefore be grateful if you could
bring this matter to the attention of Council at the earliest
convenience, and seek from them a resolution in support of the
adoption of Bylaw 701.
