MEMORANDUM TO Mayor and Council November 23rd, FROM: L.BD. Pollock City Administrator Rezoning - 3500 Block Cedar Drive One vf the Zoning By-laws that is presently held up pending passage of our complete Zoning By-law is the by-law to rezone property in the 3500 block Cedar Drive to permit the subdivision of 36 residential lots. The Developer has completed all the requirements of the rezoning and has made all his deposits and we could normally give this By-law final adoption, except for the fact that our major Zoning By-law Amendment is in. progress. Council will recall that a resolution was passed some time ago that Staff not issue any tree-cutting permits until final adoption of the By-law, however, as the Subdivision Plan is established and every- thing else is in place, the Developer has asked for a Tree-Cutting Permit in order to at least get this phase of the work underway. He has a Contractor ready to commence the work if approval could be obtained. Would Council please consider this and advise if a Tree-Cutting permit could be issued in advance of the Final adoption of the By-law in this case. L.D. Pollock
