. In January of this year Council considered a letter frou Mayor Evers of Noy
Westminster who is Chairman of the Regional District Housing Committee. This letter
very briefly advised that the Regional District Housing function was commencing cp-
erations and as a first step, requested details of any land which the City would be
prepared to sell to the Regional District at market price for the housing programme.
At that time a resolution was passed to advise Mayor Evers that no land was available
in the City at the present time and some members of Council expressed the view that
a proper decision could not be made with the limited information available.
Further information has been put forward by Mr. W.E. Casson, Director of
Housing for the Regional District and at a meeting held with Mr. Casson, Mayor Scott,
Ur. Stinson and myself it was suggested that the question of housing might be dis-
cussed further by the Council if more details on the proposed programme could be
presented. Mr. Casson stated that the approach to this point is to prepare an in~
vitation to developers to submit. proposals on housing projects in the various Lower
Mainland tunicipalities and he is attempting to involve as many municipalities as
possible that have available lead. He stressed that the District would attempt to
scatter and iategrate a smaller number of units in each municipality rather than dev~
elop . large projects in one or two municipalities, Mr. Casson also stressed that the
proposed programme is not to be devoted entirely to rental units but a mixture in-
cluding assisted purchase is beimg considered. The type and Style of unit would also vary
din an attempt to obtain anonymity of the project within the community.
If the Council agree to make land available for public housing, the Regional
District would like to include this municipality in a proposal call which will be

submitted to developers as a basis for submissions for housing projects within the

Regional District. Mr. W.E. Casson, the Director of Housing will attend the Council

meeting Monday evening, March 20th to further explain the programme and answer any
