Every week, throughout BC, hundreds of volunteers like these are out on the streets, en- couraging their neighbors to slow down. Volunteers remind drivers to slow down Several times a month, Terrace Speed Watch volunteers put on high-visibility vests and sel up shop at the side of the road with a radar gun and a digital display board. Their mission: to encourage drivers to slow down. Speed Watch is a program funded and organized by ICBC in partnership with to- cal police and community groups, Operat- ing on residential streets, usually near schools and playgrounds, the volunteers use speed reader boards connected to radar guns to show passing motorists exactly how fast they are going. Not only do motorists get instant feedback on their driving, but Speed Watch volunteers also provide the police and ICBC with useful data on speed- ing patterns. It’s an educational, neighborly approach, as opposed to the “hard sell” of speeding tickets. And studies show that it works. Last year ICBC conducted research in which student workers set up two Speed Watch stations on the same street. They found 74 per cent of vehicles that were speeding at the first station slowed below the speed limit before reaching the second radar gun. lion cars were checked by Speed Watch: volunteers. Why target residential streets? The fact is, ‘most speed-related crashes don’t happen on BC’s highways, but on local streets. Of all unsafe-speed-related crashes attended by police from 1995 10 1997, 70 per cent of in- juries and 55 per cent of deaths happened on urban or municipal roads with a speed limit of 60 kph or less. That’s why ICBC launched the Speed Watch program in the early 1990s, The program has operated in Terrace for two years. ICBC president Thom Thompson, far one, is convinced these citizen volunteers are making a difference. "Speed Watch," he says, "is a program that demonstrates how community-based education and public awareness activities help contribute to safer roads."
