Ravi Gill, who has spear- headed the drive towards of- fering Punjabi language courses here, says the prob- lem is with statements by director of instruction Harold Cox that the recom- mendation to go ahead with the program depends on hiring a qualified teacher. Gill says the district should be prepared to hire a local person capable of teaching Punjabi if no B.C.- certified teacher is found for the job. Insisting on a BC. certified teacher would like- ly torpedo the program, he added. “It looks like a hidden agenda to kill the program,” Gill said last week. “It falls short of our cx- pectations, It is less than fair and close to discrimina- tion.’”’ Normally, — Gill said, there’s a process thal allows the ministry to issue a letter of permission to hire a per- son not specifically qualified if a teacher with normal certifications can’t, be found.
