hiring a qualified teacher.

Gill says the district
should be prepared to hire a
local person capable of
teaching Punjabi if no B.C.-
certified teacher is found for
the job.

Insisting on a BC.
certified teacher would like-
ly torpedo the program, he
added.

“It looks like a hidden
agenda to kill the program,”
Gill said last week.

“It falls short of our cx-
pectations, It is less than fair
and close to discrimina-
tion.’”’

Normally, — Gill said,
there’s a process thal allows
the ministry to issue a letter
of permission to hire a per-
son not specifically
qualified if a teacher with

normal certifications can’t,

be found.

Gill said there are four or
five local people with
bachelor’s and master’s de-
grees and even teaching cer-
tifications from India.

“Those degrees are ac-
ceptable for teaching Pun-
jabi in India and they should
be acceptable for teaching
Punjabi here.”’
