This is a short-sighted strategy that leaves Canada handcuffed to one partner. What if the space station project is scuttled or greatly delayed? The goals of space exploitation and commercialization demand a coherent and far-reaching stra- tegy. For the Canadian space program to meet this demand, a Canadian Space Agency, that ever elusive and mysterious entity, must be clearly defined and formed. Assuming that the agency is established in Ottawa, and soon, an aggressive, long- term agenda and the power and funding to enforce it without political meddling must be established. The Canadian Space Agency, in co-ordinating the space activities of government ministries and the private sector, must: @ Expand existing and provide for new research and development labs that are available to all members of the space indus- try; @ Focus and strengthen government- industry-academia interaction in space science and technology; @ Expand the scope of Canadian space activity through strategic international alliances with ESA and Japan and explore the opportunities possible with the USSR; ® Provide an effective mechanism for timely technology transfer and commercial- ization of space science and technology; @ Expand the Canadian astronaut pro- gram and actively encourage a higher pro- file and industry agenda for manned space efforts in Canada; ® Streamline the regional distribution of the Canadian space industry. Probably the most contentious issue on this agenda is the highly-politicized area of regional distribution. It will be difficult for Canada’s space industry, or for any aspiring nation or organization, to grow in several places at one time. Only through a focused and centralized effort will this aggressive blueprint and its desired results be realized. There is no. doubt that Canada has dis- tinguished itself as a leading space-faring nation in many aspects of space exploration and utilization. I believe Canada and Cana- dians wish to continue and expand this role into the 21st century. The establishment of the Canadian Space Agency and its autonomous operation and execution of a visionary space program and technology agenda are prerequisites for an economically fruitful Canadian space pro- gram and for leadership in future civilian space activity.
